Reuse of dry hops during the boil for bittering, will extract some
additional bitterness. The amount of bittering extracted during the boil
will be small, as the alcohol in the beer that was dry hopped will have
extracted most of the bittering oils.
I have tried this and found that the vegetal flavors tend to overpower the
bitterness. Try making a hop tea from the dry hopped residue. I think you
will find that the flavor is not very bitter and tastes like boiled greens.
I personally don't like boiled greens in my ales.
